i have a 2,000 fish pond,fish and people getting shocked,grounded pond with copper rod and wire voltage still about 1.0 volt on ac volt meter,question is which is better copper or aluminum, for fish and ecosystem?

How can I find out how many handicap spaces are there supposed to be per store? In my hometown we have a huge brand new Super Walmart but very little handicap parking, and the same goes w. a neighboring Price Chopper which is a very large grocery store. The few spaces are always full and I can never get into one. This seems illegal to me. As the population burgeons with aging Baby Boomers also comes more of us with disabilities percentage wise - we need spaces! Is there any recourse to wake these businesses up to this fact? It causes us to have to seek out smaller stores, so in fact they lose money and our business. What can I do?
